Child adoption

The Government of the Republic of Armenia alone has the authority to grant permission to adopt a child or children from the Republic of Armenia.

All documentation must be notarized through the Embassy of the Republic of Armenia prior to submission to the Adoption Committee of the Government of the Republic of Armenia.

Applicants are required to include the following documents in their submission:

  • Letter requesting adoption of a child or children from Armenia, addressed to the Prime Minister of the Republic of Armenia (signed by both spouses);

  • Letter requesting adoption of a child or children from Armenia addressed to the Mayor of Yerevan (signed by both spouses);

  • Confirmation of approval of the Canadian Government that a child or children can be adopted from Armenia by the applicants;

  • Photocopy of passports of both spouses;

  • Health status report from a physician for both spouses;

  • Letter from a Certified Public Accountant on the financial status and solvency of the applicants;

  • Description of personal residence performed by an approved adoption agency/social worker;

  • Three letters of recommendation: from applicants' place of employment and/or from prominent people of the community;

  • Copy of the marriage certificate, if married. If applicant is divorced or widowed, please provide a copy of the divorce agreement or spouse's death certificate;

  • Power of Attorney for a legal representative in Armenia if applicants cannot submit the adoption file to the Armenian authorities in person;

  • Money order or certified check payable to the Embassy of the Republic of Armenia for verification of all documents. Fee for each page to be verified and notarized is 13 USD;

  • If applying by mail, a prepaid return envelope of any registered mail service (FedEx, Purolator, etc.) for the documents to be returned to applicant.

Notes:

The Adoption Committee of the Government of the Republic of Armenia considers the applications on an individual case-by-case basis. Submission of the completed paperwork does not necessarily guarantee approval.

In some cases the Adoption Committee of the Government of the Republic of Armenia reserves the right to require additional related documentation. The prospective adopting couple may be also requested by the Adoption Committee of the Government of the Republic of Armenia to present themselves for an interview with the Consul of the Embassy of the Republic of Armenia, prior to considering the application package.

Applicants must appear before the Adoption Committee of the Government of the Republic of Armenia at the final phase of the adoption process.

All the above documents must be translated into Eastern Armenian and notarized prior to verification by the Embassy of the Republic of Armenia.

The processing time at the Embassy of the Republic of Armenia in Canada is 10 working days.

The Embassy of Armenia cannot be held responsible for documents lost in the mail.
